Persistence Core-1 v11.10.0 Upgrade

This proposal is to do a software upgrade to the v11.10.0 software tag of the Persistence codebase at 16392000 block height. Block times have high variance, so please monitor the chain for precise time.

Scope of the upgrade

1. Update persistence-sdk dependency, which patches proof verification for ICQ that broke when ibc-go version was updated from v7.2.x to v7.4.0
