Transfer Dexter Vault and Multi-staking contract ownership to the Governance Admin Contract

Context

The Dexter contributors propose the decentralisation of Dexter through the use of XPRT governance. This aligns Dexter more closely with the Persistence Ecosystem, concurrently strengthening the power of XPRT governance.

Decentralising Dexter (XPRT for Dexter) involves three crucial proposals that necessitate approval from XPRT governance across two proposal cycles. The proposed actions are as follows:

1. Migration of the multi-staking contract
2. Instantiation of Dexter Governance Admin contract
3. Move ownership from Multi-staking admin and Vault-admin multi sigs to Governance admin contract

The first and second proposals, proposal 58 & 59 on the chain, have been passed by XPRT governance. This proposal signifies the third and final step of the XPRT for Dexter initiative.

Proposal

With the passing of Proposal 59 by the XPRT governance, the Dexter Governance Admin contract (address: persistence16vcsfzdtas7jflq6mjtmhp03zga8dggpepp70nycx7h6p2rwe84su3czty) has been successfully instantiated.

Now, the next and final step to adopt XPRT as the default token for Dexter governance remains to transfer owner authority in the Vault and Multi-staking contract to the Governance Admin contract. The current owners of the Dexter Vault and multi-staking contracts have raised multi-sig proposals to initiate the ownership transfer process of the respective contracts to the Governance Admin contract.

However, the actual ownership transfer depends on the acceptance of the above proposals by the Governance Admin contract, which is contingent on this proposal passing by XPRT governance. Once the ownership is transferred, the Dexter Governance Admin contract will attain the authority to create new pools, establish reward schedules, and update any parameters through Persistence on-chain governance proposals.

By voting YES, you approve the transfer of ownership from Multi-staking admin and Vault-admin multi sigs to Governance admin contract, marking the final step towards the decentralisation of Dexter through XPRT governance.
