Persistence Core-1 v13.0.0 Upgrade

This proposal is to do a software upgrade to the v13.0.0 software tag of the Persistence codebase at 23794500 block height. Block times have high variance, so please monitor the chain for precise time.

Scope of the upgrade:

1. Updates to cosmos-sdk v0.50.14-lsm, ibc-go v10.1.1, wasmd v0.55.1, wasmvm v2.2.4, and corresponding libraries.

2. Prepares persistenceCore for alignment with cosmos-sdk v0.53.x, as v0.47.x will soon reach end-of-life.
