Persistence Core-1 v11.13.0 Upgrade

This proposal is to do a software upgrade to the v11.13.0 software tag of the Persistence codebase at 16980000 block height. Block times have high variance, so please monitor the chain for precise time.

Scope of the upgrade

1. Fix info log spam on every block.
2. Update pstake version to unblock liquidstaking for cosmoshub.
